PROBLEM TO BE SOLVED: To facilitate the manufacture, and improve the sealing performance by bending an open end part of a cylindrical base material at least the one end part of which is opened inwardly in the radial direction through plastic working to form opening parts, filling the fluid from one of the opening parts, and covering the opening part-with a covering member. SOLUTION: End parts 21a, 21b of a tube 21 are cut to the prescribed length, one end part 21b is fixed to a rotatable chuck 22, and the other end part 21a is pressed against a forming die 23 to perform the closing work in which the end face is bent inwardly in the radial direction and a small hole 24 which is a fluid filling port is opened. The end part 21a of the tube 21 is fixed to the chuck 22, and the end part 21b on the opposite side is worked by another forming die 25 to form an opening part 26 which is a fluid outlet of larger diameter than that of the small hole 24. After a sealing plate 27 which is a covering member is joined to the opening part 26, the end face of a cylindrical member 28 which is a diffusion member is welded to the end part 21b of the tube 21. The tube 21 and/or the cylindrical member 28 is fixed, the pressurized fluid is filled into the small hole 24, and the small hole is sealed by a sealing member. |
