PURPOSE:To attain a low bit rate and to attain high performance in the case of differentially encoding a fundamental period parameter. CONSTITUTION:This device is provided with a fundamental period preliminary selection part 40 for outputting the pair of candidate fundamental period corresponding to the respective sub frames of a relevant frame based on an input voice signal, and fundamental period main selection part 60 for deciding a fundamental period by using the input voice signal of the relevant sub frame, the spectrum envelop parameter of the relevant sub frame and parameter representing excitating sound source decided in the past from among adjacent fundamental period parameters in a range previously decided for the fundamental period parameter corresponding to the relevant sub frame in the pair of candidate fundamental period outputted from the fundamental period preliminary selection part 40. |
