The lock comprises several paillettes which each slide in an internal longitudinal groove (5) in an annular cylinder (1). Each paillette, returned by a spring, has a radial notch and the end of each paillette engages a peripheral axial end tooth or a notch of a cylindrical shaped key introduced into the cylinder. Insertion of the key moves the paillettes in the same radial plane, opposite a follower (2), enabling rotation of the cylinder. A first special paillette is provided in addition at its rear internal end with a nose which engages a window (9) of a notched collar (3) which can be rotated relative to the cylinder. The window has a width slightly greater than twice the thickness of the special paillette and also has a stop (11) for the nose. The stop has a width equal to half of the width of the rest of the window. The lock can be first activated by a temporary site key and subsequently locked by a permanent key.
