PROBLEM TO BE SOLVED: To provide a safe and comfortable floor heating device in which its installation work can be performed easily and an electrical heater is not damaged. SOLUTION: A floor heating device 1A is constructed by such a structure that a space of groove Ch having a concave sectional surface is formed in a predetermined clearance between a floor material 8 and a temperature keeping material 3 arranged below the floor material 8, wherein an electrical heat generating member H is arranged at its bottom surface along the groove Ch, the electrical heat generating member is electrically energized to cause air filled in the space to be heated to make a heating state of it.
