PROBLEM TO BE SOLVED: To manage 1:1 VP protection to switch a VPL by holding an item showing whether the VPL constituted by each VPL is terminated by its own communication node and the respective identifiers of itself and the other at the time of being connected with the other VPL with respect to the active VPL(virtual path link) and the spare VPL, and managing their switched state. SOLUTION: A managing agent part 402 receives a VPL switch request and a VPL capacity changing request from a manager. A connection managing part 403 pairs and manages data concerning the spare VPL and data concerning N-pieces of the spare VPL sharing it. A switch processing part 404 detects and switches the fault of VPL. A capacity managing part 405 manage-holds an assigning state such as a capacity which can be used by the spare VPL using the link and sharing a capacity among the capacity of the link by each link. A capacity changing part 406 detects and changes the changing request of the VPL capacity.
