<p>PROBLEM TO BE SOLVED: To prevent or reduce a twist of a cable by winding the cable or a tie line in the first direction round a first capstan, winding it in the second direction round a second capstan, and forming the 8-letter shape constitution. SOLUTION: A cable or a tie line 25 is wound in the clockwise direction round a capstan 20, and is wound in the anticlockwise direction round a capstan 22, and the 8-letter shape constitution is formed. The cable or the tie line 25 is wound by this method unitl the cable is wound round the capstans 20 and 22 by five turns or more. Afterwards, the capstan 20 is rotated in the clockwise direction by a motor, and the cable or the tie line 25 is thereby pulled in the tensile direction 21 by the capstan 20. Instead, the cable or the line 25 is wound the anticlockwise direction round the tensile capstan 20, and can also be wound in the clockwise direction round the capstan 22.
