SOLUTION: As the voltage of a capacitor C6, when detected, is increased with power voltage increase, a base current in a transistor Q5 is decreased to decrease emitter and collector currents in the transistor Q5. The gate voltage of an field effect transistor Q3 is decreased to increase the operating frequency of a transistor Q1 and decrease the output voltage of an inverter circuit 14. As the voltage of the capacitor C6 is decreased to decrease the voltage of the capacitor C6, the base current in the transistor Q5 is increased to increase the emitter and collector currents in the transistor Q5. The gate voltage of the field effect transistor Q3 is increased to decrease the operating frequency of the transistor Q1 and increase the output voltage of the inverter circuit 14. The output voltage of the inverter circuit 14 is kept constant to improve a crest factor.
