PROBLEM TO BE SOLVED: To fetch an image from an image database efficiently with high precision by controlling and performing an inquiry process based upon a meaning retrieving process and a similar image retrieving process, ranking retrieval results according to similarity reference, and showing the results to a user. SOLUTION: A retrieval mediating means 210 adjusts interaction between various constituent elements of an SEMCOG (meaning and recognition) system 200. Then a user's inquiry is reconverted, an inquiry process based upon recognition is transferred to a similar image retrieving process means 212, and an inquiry process which is not based upon recognition and a process for a predicate sequence for optimizing the inquiry are performed. A similar image retrieving process means 212 performs content-oriented image retrieval (similar image retrieval) so as to retrieve an image according to a color and a shape that the user specifies. An image meaning editor 214 interacts with the similar image retrieving process means 212 so as to extract and edit the meaning of the image according to the ranking.
