PROBLEM TO BE SOLVED: To recommend and filter information matching user's interest and taste with high filtering precision by estimating adaptability by making good use of requesters evaluation, evaluation of a user other than the requester, and the attribute of information. SOLUTION: When the requester inputs a recommendation request through a request input part 11, an adaptability estimating means 27 calculates similarity between users by making good use of the evaluation of the requester and the evaluation of a user other than the requester which are stored in an evaluation storage part 33 and the attribute of information which are taken out of an information storage part 31 and stored in an attribute storage part 32, and calculates the adaptability of information that the other user has evaluated to perform information filtering. Then the relation between the evaluated value of a user and the attribute of the information is analyzed to estimate the adaptability of the information to the requester. An information selecting means 24 selects information complying with the user's request by utilizing the adaptability estimated by the adaptability estimating means 27 and outputs the result to an information display part 12.
