The tool consists firstly of a lower plate (12) through which there is a calibrated orifice extending between an admission chamber (14) fitted with a roller (18), and a cutting plate (15). Secondly there is also an upper cover (22) which through which there is an aperture (24) opening into an admission chamber (26) which is also fitted with a roller (28). The upper cover is placed above the lower plate at a distance from it which is variable, so that the calibrated orifice in the lower chamber and the aperture in the upper cover are aligned, and may be adjusted in height. The tool makes an transverse incision in the two opposite faces of the cable at a distance from the end, and makes a longitudinal incision in this end section on cable on either side, allowing the cable covering to be removed in two halves.
