PROBLEM TO BE SOLVED: To accurately measure the threading speed of a steel strip and to surely detect the slip of plural bridle rolls in a tension bridle device which is installed on lines for rolling, pickling, surface treatment or the like of a steel strip. SOLUTION: A threading speed measuring device 6 having a ascendable and descendable threading speed measuring roll 7 bodies the bridle rolls 2-2 to 2-4 which are the measuring object of the tension bridle device 1 and, by changing the angleθof contact of the steel strip S with the roll 7 in accordance with the conditions of the steel strip, the slip between the roll 7 and the steel strips S is prevented. After the accurate measurement of the threading speed is made possible, the threading speed V0 of the steel strip is determined from the number of rotation and diameter of the roll 7, the circumferential speed Vi (i=1, 2, 3, 4) of each bridle roll 2-1 to 2-4 is determined from the number of rotation and diameter of the bridle roll. When the threading speed V0 is compared with the circumferential speed vi (i=1, 2, 3, 4) of each bridle roll and the absolute value|V0 -Vi|becomes larger than a prescribed threshold Vth , it is judged that the slip is generated between the bridle roll and the steel strip.
