IMAGE ENCODING/DECODING METHOD AND DEVICE

PROBLEM TO BE SOLVED: To provide an image encoding technology suitable for multimedia environment by which encoding at an ultralow bit rate is attained and encoded data without further processing are effectively applicable to various image utility application programs such as retrieval and nonlinear edit. SOLUTION: The device is provided with an object selection means 2 that selects an object tin existence on an image and an image drawing command edit means 3 that designates independently each feature variables such as shape, texture and motion of each selected object and relation of positions of the objects by using different image drawing commands. Each object selected by the object selection means 2 based on the original image is given to the image drawing command edit means 3, where the objects are edited by using the respective image drawing commands to encode image information.
