PROBLEM TO BE SOLVED: To obtain a hair papilla-activating agent capable of activating hair papilla and having hair-growing effect by including an extract of Paenonia suffruticosa Andorews an/or an extract of Gaboderma lucidum (Fr.) karst. as an active ingredient. SOLUTION: The extract is obtained by pulverizing root of Paenonia suffruticosa Andrews (Paenoinia mountan Sims), its variant or subspecies and/or Ganoderma lucidum (Fe.) Karst. directly or after drying and subjecting the resultant powder to an extraction treatment by using a lower alcohol such as methanol as a solvent. the formulating amount of the above components is >=0.0005wt.% and <=20.0wt.% as a dried material of the above extract based on total activating agent.
