PROBLEM TO BE SOLVED: To rapidly fully closing a throttle valve opening, and provide a favorable speed reducing feeling, by changing over the characteristics of a phase compensator for determining the throttle valve opening from an accelerator opening according to whether or not an accelerator is in a fully closed condition. SOLUTION: In this throttle controller 9 which receives lock-up fastening/ releasing information and shift gear information from an automatic transmission controller 8 when a vehicle is operated, a throttle openingθa is converted into an engine torque command value Te1 according to an engine speed Ne from an engine nonlinear constant characteristic converting map 9A, and a torque command value Te2 is determined by a phase compensator 9B from this command value Te1. Also, when an accelerator fully closed condition judging part 9A judges an accelerator pedal fully closed condition, the constant of the digital filter of the phase compensator 9B is changed over on the basis of shift gear position information from the automatic transmission controller 8 by a characteristic changing over part 9G, and the transmission characteristics of a target vehicle is changed over.
