PROBLEM TO BE SOLVED: To make it possible to obtain an excellent still picture display state on an optional position of a moving picture time sequence by adding representative image high resolution independent data capable of obtaining a representative image of high resolution higher than prescribed resolution by decoding it to video data encoded so as to obtain the prescribed resolution and then transmitting the added data. SOLUTION: One video group is constituted of plural normal resolution image data 101 and one representative image high resolution independent data 102. One of the plural data 101 is a representative image normal resolution data 103 and the resolution levels of the independent data 102 and the data 103 are different but these data 102, 103 are obtained by encoding the same image. In the case of decoding a representative normal resolution image 105 at the time of decoding a transmission signal by a reproducing device, the data 103 is decoded by a normal decoding part 104, and in the case of decoding a representative high resolution image 107, the data 102 are decoded by a high resolution decoding part 106. |
