<p>PROBLEM TO BE SOLVED: To attain hierarchical constitution of encoded data while executing the quantization of each block by dividing an image into sub-band images, executing encod processing in each block and then dividing and rearranging information in each sub-band to prepare encoded data. SOLUTION: An image is divided into sub-band images by a sub-band division part 101, a block preparation part 102, a quantization part 103, and a symbol information determination part 104, each sub-band image is divided into plural blocks and a sub-band count is quantized in each block. Then prepared symbols and quantization coefficients are divided in each sub-band and rearranged to prepare a sub-band image again and encoding is executed successively from the symbol information and coefficient information of a low resoution sub-band. Since encoded data are prepared successively from a low resolution sub-band up to a high resolution sub-band by rearranging the symbol information and coefficient information, encoded data can be hierarchically constituted.</p> |
