PROBLEM TO BE SOLVED: To provide a prepaid card which has a low cost and a high safety. SOLUTION: A password code is printed in a password area 11 on a card, and a scratch layer which has a function to conceal the password code and can be pealed off by scratching is formed on this area 11. A serial number of the card is printed in a management area 12, and an explanation of the use of this card is printed in an explanation area 13. The scratch layer M is formed on a film layer formed on a print layer by screen print. Because of the existence of the scratch layer M, the password code cannot be wrongfully learnt in the process of distribution. A card purchaser peels off the scratch layer M with his nail to learn the password code. When he accesses a prescribed service maker through a telephone line in accordance with the explanation in the explanation area 13 and inputs the password code, he can receive services equivalent to the card.
