PROBLEM TO BE SOLVED: To prevent hung-up of user communication and occurrence of one-way path in the case that a CC packet with respect to a final packet or a CR packet in a series of communication is missing in a packet communication network. SOLUTION: In each exchange in a packet communication network where communication is made among exchanges through a data program protocol, a timer to supervise a non-communication state in the case of sending a packet is set, the timer is reset when a packet of a succeeding transmission serial number, and when the timer expires, a specific network control packet is generated and transmitted. In the case that discontinuity of the transmission serial number in reception packets from an opposite station is detected by using the specific network control packet from the opposite station, sequence correction monitor to await packets in correct sequence is started.
