PROBLEM TO BE SOLVED: To obtain an hair-growing agent that has the trichogenous effect and hair matrix cell activation action in human and mammals as pets by using alginic oligosaccharide ester (or its salt) as an active ingredient. SOLUTION: (A) One kind or two or more kinds of alginic oligosaccharide which is obtained from a culture mixture of a microorganism in Alteromonas, for example, Alteromonas sp. No.1786, or a product treated with its cell bodies or with cell-treated product, more preferably a compound of formula I [R is H, a metal ion; R' is G, M, G-G, M-G, M-M, G-G-G, G-G-M, G-M-G, G-M-M, M-G-G, M-M-G, M-M-M, M-G-M (M is D-mannuronic acid, G is L-gluronic acid of formula III; the bonds between individual saccharides areα- orβ-1,4-bond)] is incorporated with (B) other components having hair-growing action and components which are used in hair-growing agents or hair-setting agents to give the objective hair-growing agent.
