PROBLEM TO BE SOLVED: To realize copy prevention control for an information signal quickly and properly. SOLUTION: A copy prevention control signal extract part 14 extracts a copy prevention control signal S5 which is added to a video signal. The copy prevention control signal S5 indicates control contents of copy prevention control, such as whether or not a video signal is copied and generation restriction of a copy. An SS copy prevention control signal generating part 15 generates a PN code column with a different series, corresponding to the copy prevention control signal S5 and outputs it as an SS copy prevention control signal S6. The SS copy prevention control signal S6 is D/A-converted, supplied to an adder part 13 and superimposed on a video signal S4. Thus, a video signal S8 on which the copy prevention control signal in a spread spectrum state is superimposed is generated and outputted from an output device 10.
