PROBLEM TO BE SOLVED: To provide a voice signal converting device and a method which can prevent the frequency of a voice signal from varying even though the time length of the voice signal is changed. SOLUTION: An orthogonal function converting device 5 carries out Fourier conversion for an inputted voice signal Di with the use of an orthogonal function system so as to obtain conversion data. A data interpolating device 9 carries out interpolation based upon the conversion data obtained by the converting device 5 so as to obtain interpolation data. A reverse orthogonal function converting device 11 carries out reverse orthogonal conversion for the conversion data obtained by the conversion device 5 and the interpolation data obtained by the interpolating device 9, reverse to the conversion carried out by the conversion device 5, so as to obtain reverse conversion data which is delivered as an output voice signal Dlo. |
