A stable, aqueous, anti-microbial composition comprising: (a) one or more organotin compounds; and (b) one or more surfactants for solubilizing the organotin compounds selected from the group consisting essentially of: (i) surfactants comprising a non-ionic ethylene oxide-propylene oxide block copolymer having the formula (I) -(CH2CH2O)x-(CH2CH(CH3)O)y- where x ranges from about 1-30 and y ranges from about 1-30; (ii) surfactants comprising an amine-acid having formula (II), where R1 is a branched or straight chain C10-C18 alkyl group; (iii) surfactants comprising an amine-oxide having formula (III), where R2 is a branched or straight chain C10-C18 alkyl group; and combinations thereof.
