PROBLEM TO BE SOLVED: To realize highly efficient collection by a method wherein HCl and SOx in exhaust gas are eliminated by neutralization absorption removal in a wet washing process, PCCDs and heavy metals are made solid particulate from a gaseous state, further a diameter of the particle is intended to be made enlarged by a temperature reduction and humidity reduction treatments, and the particles are eliminated by collection. SOLUTION: Exhaust cleared of gas raw ash or the like by incinerating municipal waste or the like with an incinerating furnace 1 is sent to a wet washing apparatus 5 via a deduster 3 such as a gas cooler 2 of a boiler or the like, and electrostatic precipitator, a cyclone, etc., acidic gas such as HCl, SOx is absorbed by neutralization, and removed as waste water 6. Then, gaseous materials of PCCDs, heavy metal vapour, etc., are made solid by bringing gas into contact with liquid while circulating circulation water via a cooler 8 with a temperature-reduction and moisture-reduction apparatus 7, and a diameter of the particle is attempted to be increased by preparing a sub-cool (supercooling) state. Then, exhaust gas discharged from the temperature- reduction and moisture-reduction apparatus 7 is discharged from a stack 15 after removing solid dust with a bag filter 12.
