PROBLEM TO BE SOLVED: To obtain a cosmetic having low skin irritation and good use feeling and exhibiting excellent beautifying action or anti-inflammation action by combinedly using a substance having beautifying action or anti-inflammation action with a specific oil solution having a specific solubility parameter. SOLUTION: This cosmetic comprises (A) a substance having beautifying action or anti-inflammation action and (B) one or two or more kinds of oil solutions, especially two or more kinds of oil solutions selected from oil solutions having >=15.7 and <=21.0 solubility parameter (δ). The component B is preferably obtained by compounding substance (B1 ) having >=15.7 and <=17.2 solubility parameter (δ) (preferably isotridecyl isononanoate) with a substance (B2 ) having >=17.5 and <=21.0 solubility parameter (δ) (preferably monoisostearic acid-monomyristic acid diglyceryl) at (10/1) to (1/2) weight ratio. The component A includes L-ascorbic acid or hydroquinone derivative. It is preferable to further add a humectant (e.g. ethanol or glycerol) to the system.
