According to method, found out within entire water catchment area are sections where freshets are created, and found out in river beds which feed these sections are freshet water outflow formation sections. Created in each such section is individual river water outflow regulation system. For creation of river water outflow regulation system relating to each freshet water outflow formation section, determined is optimal number of temporary water reservoirs for collection and storing of freshet water. Undertaken is calculation of parameters of river water outflow regulation system. In compliance with aforesaid parameters, built are river water outflow regulation systems thus ensuring safety floodless discharge of freshet water accumulated in river outflow regulation systems throughout entire water catching area.
