PROBLEM TO BE SOLVED: To shorten the door-to-door delivery time of electronic information by transferring the ciphered electronic information to an electronic information purchase terminal from an electronic information management device in parallel to execution of both authentication and crediting processes. SOLUTION: This electronic information management device 2 receives a purchase request from an electronic information purchase terminal 1 which purchases the ciphered electronic information. Then the device 2 requests an authenticating/crediting device 5 to execute the authentication and crediting processes. Thus, the device 5 executes both authentication and crediting processes in response to the request of the device 2. At the same time, the transfer of electronic information is started to the terminal 1 in parallel to the authentication and crediting processes. If these two processes are affirmative, a cipher cancel key is transmitted after the transfer of electronic information. As a result, the processing time can be shortened for the transaction of electronic information.
