PROBLEM TO BE SOLVED: To avoid deterioration in the efficiency even at a high bit rate, to warrant real time performance and to attain a high processing speed with a simple configuration by delaying a code with a fixed length by a fixed delay time to adjust a timing with respect to a read delay of a variable length code table to be reference for variable length coding thereby making the sequence of codes continuously correctly. SOLUTION: A DTC coefficient coder 102 and a coder 103 other than DTC coefficient generate an address signal to refer to a variable length code table 106 in the case of a variable length coding and provide an output of a code word and a code length of the corresponding variable length code. On the other hand, in the case of a fixed length code, a code word itself is configured and outputted with the code length. A delay device 107 takes a delay time required for refering to the variable length code table 106 into account to adjust an output timing of a fixed length code. A selector 108 selects a variable length code or a fixed length code. A packing device 109 connects generated code words sequentially to generate a code string. |
