PROBLEM TO BE SOLVED: To improve encoding efficiency of mode information and to reduce code amount of an entire one frame in an encoding and decoding device which encodes data by dividing it into data about encoding mode information of a block and a pixel value in the block. SOLUTION: A mode information encoding means 2 creates a code word about mode information by estimating encoding object block mode information from mode information of ambient blocks that are already encoded and using a code word table in accordance with the hitting ratio of estimation, and a block data encoding means 3 encodes pixel data in a block by an encoding method according to mode information of the block and creates an encoding signal of a digital image. This accomplishes the improvement of encoding efficiency of the mode information.
