PROBLEM TO BE SOLVED: To provide a pellet starting material powder improved in flowability to enhance fuel workability, and difficult to scatter, and simplify the pellet manufacturing process. SOLUTION: In this method of manufacturing a nuclear fuel pellet, a starting material solution of plutonium nitrate and uranium nitrate adjusted in enrichment of plutonium(Pu) is prepared (step 1), and the starting material aqueous solution regulated in enrichment is subjected to MH denitration under an ordinary temperature, ordinary pressure and atmosphere, and oxidized to UO3 , PuO2 . Thereafter, UO3 , PuO2 are baked at 750 deg.C for 2 hours under the atmospheric pressure (step 2) to provide U3 O8 , PuO2 . Reduction is performed at 750 deg.C for about 4 hours under the atmosphere of nitrogen gas (N2 ) and hydrogen gas (H2 ) to provide further oxidized UO2 , PuO2 (step 3). The UO2 , PuO2 are finely pulverized by ball mill, and a coagulating assistant is added to the finely pulverized powder followed by rolling and granulation to generate a granulated body (step 4). Thereafter, the granulated body is put in a die followed by pelletizing.
