Novelty is material of substrate being mixture of diamond, cubic 777 borum nitride or said mixture containing 35-65% of components of metallic binder with melting temperature being higher than that of metallic binder by 5-15% and with particle size 50-600 micrometers. Heating is realized until melting temperature of metallic binder at rate 150-350 C/s and then pressure is lowered until atmospheric one for 1-3 s. EFFECT: enhanced operational characteristics. 1 dwg
