PURPOSE:To ensure safety by turning a control output to a lighting load 'OFF', and by reading the setting of an output change-over means when a signal is not received from a center control means within a certain period of time, so as to output the set condition. CONSTITUTION:When a power source is turned 'ON', a relay output of a terminal 6 is turned 'OFF'. A signal on a transfer route 1 is surveyed as well as a control signal to a self terminal 6, and when a control signal is received, a certain process of control is started based on the control signal. When the control signal is not received within five seconds, an output change-over switch 7 is read, and based on the condition of the switch 7, a control signal is output to a relay. The transfer route 1 is surveyed after that, and when a control signal to the self terminal 6 is received, a predetermined process of control is performed. When a service interruption is over, an OFF signal is output from the terminal 6 to a lighting load 2. A control signal is transferred from a center controller 4 to a gateway device 8, which performs conversion of the signal and transfers the control signal converted to the terminal 6.
