The system includes terminals for the subscribers connected to the system to be mediated. These are respectively assigned different rights in respect of the construction of the office connections. A system memory is provided for the storage of program modules and of data. At least one system processor with an operating system is provided for processing the program modules. A subscriber station, equipped with special functions, is provided for enabling access of a subscriber without access rights or limited access rights. The subscriber station automatically assigns, at request, any free office line to such a subscriber by simultaneously cancelling the original limitations on such a subscriber, temporarily.
