SOLUTION: High concentration organic wastes are introduced from an introduction opening 1 into a first fermentation tank 2, and organic matters in the introduced wastes are brought into contact with faculative anaerobic microorganisms to carry out the acidic fermentation. Then wastes are introduced into a second fermentation tank 3 with an inclined bottom face 12 for gasification, and the wastes in the fermentation tank 3 are introduced into a third fermentation tank 4 through an opening of a partion board 11, and the gassification of undecomposed organic matters and the stabilization of sludge are carried out, and the fermented residues obtained therefrom are stored in a storage tank 5. The waste introduction opening 1 is made into the negative pressure environment by the exhaust pressure applied to a malodorous gas suction pipe 17 to prevent the malodor leaking from outside, and also the malodor is removed by a dehydration device.
