PROBLEM TO BE SOLVED: To obtain a thermoplastic elastomer composition flexible, excellent in compressed permanent strain property and stretchability and having good productivity and processability, and to provide a method for producing the composition. SOLUTION: This composition is composed of a thermoplastic elastomer which is obtained by heating, melting and mixing a polyvinyl chloride resin, a polymer polyol, a compound containing three or more isocyanate groups, a plasticizer and a catalyst for urethanation reaction and in which a phase separation structure of sea-island type is detected with a transmission electron microscope and sizes of the phase separation structure are not smaller than 0.01μm and not larger than 500μm, and a polyvinyl chloride resin and/or a plasticizer.
