<p>PROBLEM TO BE SOLVED: To realize communication between an Ipv4 terminal and an Ipv6 terminal, even if an Ipv4 address is fixedly allocated to the Ipv6 terminal by generating an Ipv4 packet from a Ipv6 packet by means of the conversion of a specified IP header and transmitting it to an Ipv4 network. SOLUTION: An IP header conversion means 11 converts the IP headers of the Ipv4 packet and the Ipv6 packet, and it is constituted of the electronic device of CPU, RAM and the like. A DNS substituting means 13 obtains domain information from a DNS server in the Ipv4 network or a DNS server in an Ipv6 network in accordance with prescribed DNS technology. An Ipv4 address acquirement means 14 acquires the Ipv4 address from a DHCP server in the Ipv4 network.
