PROBLEM TO BE SOLVED: To release a once allocated communication channel at a base station, where any mobile station belonging to a group receiving absence information does not exist, without the need for performing group management by transmitting the message of belonging to that group from the mobile station belonging to the relevant group while using a dummy burst signal. SOLUTION: When performing group communication while acquiring a transmission right at a mobile station 31 existent at a base station 21, first of all, the communication channels required for group communication are secured at all base stations 21, 22...2n connected to a control station 1 and audio signal data from the control station 1 are transmitted from the respective base stations 21, 22...2n. At base stations 22, 23...2n, where no mobile station having the transmission right exists, on the other hand, information showing the existence of no mobile station having the transmission right inside the present base station is transmitted while using that communication channel. Then, when any mobile station belonging to that group receives this absence information, the dummy burst is periodically transmitted while using an incoming signal even without the transmission right.
