An assist to the driving device (internal combustion engine) by a polyphase AC rotating machine and the charging of a battery on a hybrid car are controlled in accordance with the state of the battery. The current and voltage of the battery are measured when the on-vehicle battery is discharged and charged and a program control circuit controls the alternating current and direct current between the battery and the polyphase AC rotating machine connected to the driving device or the discharge current when auxiliary power is given to the driving device through an inverter which makes DC-AC conversion. Since the charging and discharging currents of the battery are limited in accordance with the charged state of the battery, the battery is prevented from being charged and discharged evenly regardless of the charged state of the battery and the charging efficiency of the battery can be improved. At the same time, the service life of the battery can be prolonged.
