PROBLEM TO BE SOLVED: To quicken a response time for extracting an information element by a web browser by down-loading a web object according to a priority attribute related with each object reference in a web file. SOLUTION: The core of an operating system is used as one part of an operating system, and an interface among a computer process (for example, a web browser 108), user inputting device 130, and computer display device 120 is managed. Then, a file system (for example, a web file 110) for managing a main storage 104, and managing the storage of the various storage elements of the main storage 104 is maintained. Then, in this device, the web file 110 is extracted, more than one information element reference is classified according to a priority attribute related with each reference. Then, after the information element reference is sequence according to the priority, each information element is extracted according to the sequencing of the reference.
