PURPOSE:To collate exactly and quickly a picture of a seal print by a seal impression or a picture which requires a secret, such as an ID card, etc., by collating both pictures so as to align the reference mark positions, when collating an input picture which has read an image obtaied from a picture information source, with a registered picture. CONSTITUTION:An image 2 of a seal print of a seal impression having as one body reference marks 21-23 in advance is read by an image reader 3, its displacement is normalized by a normalizing means 41 so that a position of the reference mark becomes a prescribed position, and the normalized image is registered in a disk device 5 by a registering means 42. Subsequently, the image 2 of other seal print is read by the image reader 3 and its seal print image is made an input picture, and the image normalized by the normalizing means 41 and the image registered in the disk device 5 are collated by a collating means 43. In case of this collation, a position of the reference marks 21-23 is recognized, and thereafter, one seal print image is rotated and moved, and a matching processing is executed in a state that the positions of the reference marks of both the imges are aligned, by which the collation is discriminated quickly and exactly.
