PURPOSE:To prevent an outflow of a contained material to the ground, by providing limiting devices respectively in the vicinity of the point end of a discharge pipe and a start operating means. CONSTITUTION:When a discharge pipe 2 is connected to a pipe by a hose 22, the front of the pipe 2 is blocked by an L-shaped member 8 of the first limiting device 5, and the member 8 is turned downward. If this member 8 is turned downward, a limiting lever 15 of the second limiting device 12 is also turned. Even if a tank truck is carelessly intended to start during work, the release of a parking brake is restricted by the lever 15 incapable of starting, and the tank truck can not be started at its work. |
