PROBLEM TO BE SOLVED: To provide a micrgroove forming device capable of easily forming uniform microgrooves. SOLUTION: This device forms the microgrooves 13a on a polyimide film 13 by bringing a rubbing roll 1 having microfibers 2 on its outer peripheral surface into contact with the polyimide film 13 on the surface of a substrate 10 while rotating this roll. In such a case, the microfibers 2 consist of a polyamide resin internally contg. fine powdery magnetic materials. A magnet 3 is disposed to face the rubbing roll 1 across the substrate 10, by which the contact force of the microfibers 2 with the polyimide resin 13 is applied by the magnetic force of this magnet 2.
