PROBLEM TO BE SOLVED: To provide the network connecting technique of information processors whereby connection permission is requested to a connection request destination information processor based on network information, etc., 1 which are stored in a prepaid card, network connection between the information processors is completed after connection is permitted and also usage charge corresponding to the usage of a network is easily collected from the prepaid card. SOLUTION: The prepaid cards 2a and 2a' storing network connecting technique and a usage condition are set in the information processor and analyzed in the information processors 2 so that network connection with the information processor 3 where a connection destination is designated by the prepaid card within the information processors 2 which are physically connected in the network is enabled and network usage charge is collected from the prepaid card.
