PROBLEM TO BE SOLVED: To provide a method which quantizes a video signal more effectively by using an adaptive quantization technology according to a correlativity between data included in a video signal. SOLUTION: Each basic block 20 is divided into 1st subblocks FBI to FB15 and 2nd subblocks SB1 to SB4, 1st covariance for the 1st subblocks FB1 to FB16 is calculated and compared with a 1st predetermined threshold value to determine a scalar block and a source vector block, and the 2nd subblocks SB1 to SB4 having no scalar block are set as candidate vector blocks; and 2nd covariance for the candidate vector blocks is calculated, scalar-quantized data are generated through the scalar quantization of the scalar blocks, and the vector quantization of the source vector blocks is performed to supply the vector-quantized data. |
