PROBLEM TO BE SOLVED: To automatically and satisfactorily perform compressed expression of a video program by selecting a typical frame or a picture from the video program and connecting the selected frame or the video with components as sound and text, etc., regarding them. SOLUTION: The video program is compressed by selecting the frame as the typical frame from all successive frames. And considerably accurate display of the entire video program is obtained from all scenes of the video program by allowable information loss by a series of the typical frames. In this case, a compression method is to execute sampling based on the contents of the video program. Consequently, all visual information of the original video program is not contained in a series of the selected frames, however the frames are coupled with the sound and closed caption text, etc., which are part of the original program, consequently, it is enough to provide the information of the video program by a compressed format.
