In the reforming process comprising heat exchange reforming step and autothermal reforming step, it is possible to prepare synthetic gas useful as synthetic materials for high degree alcohol by incoporating heat insulating reforming step before heat exchange reforming step to increase the fraction of carbon monoxide in synthetic gas. A desulfurized propane, naphtha and the like(1) is mixed with water vapor and converted to gas(3) comprising as major component methane, carbon dioxide and the like in the first reformer heat insulating reactor(30), which is introduced into the second reformer(40), water vapor catalyzed reform-reacted and injected into the third reformer(50), and then it is reacted with oxygen(5) to give high temperature gas and autothermal reformed to generate synthetic gas(6), then which is cooled with heat exchanging in the second reformer(40) and prepare synthetic gas via heat waste boiler(60) and carbon dioxide removing apparatus.
