Disclosed is a seat back having forward and rearward horizontal movements. The device provides drivers with convenience by offering an appropriate space for the seat cushion by adjusting the horizontal distance of the seat back forward or rearward. The invention comprises a recliner cover(18) fixed to seat cushion(16) side; a bracket(20) fitted to the recliner cover(18); a hinge 1(14) on bracket(20); seat back(2) reclining on the axis of hinge 1(14); a hinge 2(22) having a center of axis on seat back(12); a lock lever(24) connected by a pin(24a) to the bracket(20) between two hinges(14,22); a lock/unlock pin(24b) through the guide hole(20a) of the bracket(20); and location grooves(12a) on the side of the seat back(12).
