Apparatus for preventing a public telephone surreptitious use adds a telephone management part of cognizing an accounting pulse in a public telephone, mounts a signal sensor in a telephone office, and prevents a public telephone surreptitious use. The apparatus includes: a signal supervision unit(33) for monitoring a surreptitious use prevention signal, maintaining a present line path state if the surreptitious use prevention signal is sensed, and cutting off a line path for a predetermined time if the surreptitious use prevention signal is not sensed; a phone management unit which is connected to a signal supervision unit(33) via a lighting protector(34), senses an accounting pulse generated in the exchange(32), and transmits a surreptitious use signal to the signal supervision unit(33) whenever the accounting pulse is generated.
