PROBLEM TO BE SOLVED: To make raw water to be introduced into a storage tank as constant as possible by installing a raw water stabilizing member in order to stabilize the properties of highly conductive water in the storage tank. SOLUTION: The first layer is highly activated active carbon 27, and the second layer an ion exchange resin layer 28 of a mixed bed. Raw water falls naturally through the active carbon 27 and the ion exchange resin layer 28 to be supplied into a storage tank 5. The raw water, by passing through the active carbon 27 and the ion exchange resin layer 28, is made pure water 10×104Ω.cm or more in specific resistance and added with prescribed sodium chloride so that highly conductive water is made to have a composition of extremely stable properties. The electrolysis of the highly conductive water gives strong electrolytic water of constant concentration.
