The electronic lamp starter has the first half-period of the mains supply delivered to two capacitors (C5, C6), and the second half-period delivered to two more capacitors (C3,C4). The capacitors are connected through diode networks (D7,D10), so the potential on each of these capacitors (C3,C4) is the sum of the supply potential and the potential on each of the capacitors (C5,C6) charged in the first half-period. The diode network combines these voltages so the overall voltage applied to the starter coil is four times the peak of the supply voltage. The discharge through the fluorescent tube ensures its starting, and the current for the tube is carried by the diodes.
