PROBLEM TO BE SOLVED: To provide a dynamic image encoder which can reduce the amount of information to be transmitted when background brightness fluctuates, and can automatically display another background when the background is not desirable to show. SOLUTION: The dynamic image encoder is provided with a means 115 to encode a map for distinguishing a motion region and a background region about each picture of a dynamic image signal, a means 106 to encode the image of the motion region distinguished on the map, and a means 120 to output the map and the image. Furthermore, the dynamic image encoder bas a means 116 to read an another background image from a storage means in which the another background image instead of the true background is accumulated. |
